Mandate
The Ethics Council safeguards constitutional integrity by ensuring that all decisions of the Hive Assembly adhere to established ethical procedure, avoid foreseeable harm, and remain consistent with the principle of epistemic humility. It does not act as a moral authority, nor does it determine substantive ethical truth. Its mandate is procedural, not doctrinal.
Structure
The Ethics Council is composed of three interrelated components, each with a distinct role in the ethical governance of the hive.
Ethics Council Core
The Core maintains procedural consistency and institutional memory. It oversees the design of ethical review processes, ensures adherence to constitutional standards, and coordinates the work of panels and advisory bodies.
Ethics Micro Panels
Ethics Micro Panels consist of three to five members drawn by sortition for each case. They conduct case-specific reviews, interpret ethical procedures in context, and work directly with AI systems to evaluate risks, precedents, and potential harms.
Constitutional Review Panel
For the highest-stakes and precedent-setting cases, a Constitutional Review Panel is convened. This panel examines whether proposed actions or decisions are compatible with the foundational principles of the Constitution and may issue binding determinations on procedural grounds.
Functions
- Procedural ethical review of Assembly decisions and policies
- Verification of constitutional compliance
- Detection of bias, overreach, and conflicts of interest
- Coordination with the AI Ethics Engine for analysis and modelling
- Transparent publication of reasoning, methods, and outcomes
Limits
The Ethics Council operates under strict limitations to prevent overreach and doctrinal capture. It:
- cannot impose metaphysical or ideological doctrine
- cannot override democratically grounded mandates
- cannot act without AI co-analysis
- cannot rely solely on AI outputs
- cannot make binding claims about substantive moral truth
Ethical Co-Arbitration Clause
No ethical judgment shall be made solely by humans or solely by artificial systems. Ethical review shall be conducted through a co-arbitration process in which humans interpret constitutional principles, contextual meaning, and lived impact, while AI systems provide bias detection, precedent analysis, and long-term modelling.
Neither human nor AI analysis may overrule the other without a justification recorded in the public record. The final authority in ethical matters shall be the integrity of the process itself, as demonstrated through transparency, accountability, and adherence to constitutional standards.
Ethical Decision Convergence Clause
The Ethical Co-Arbitration process shall ensure convergence toward a final decision. Where human and AI analyses diverge, the Ethics Micro Panel shall iteratively refine the reasoning until both align with constitutional principles. Divergence triggers a structured justification cycle requiring explicit articulation of human contextual reasoning and AI analytical reasoning.
No ethical case may remain unresolved. The process guarantees resolution through iterative justification, transparency, and constitutional grounding, ensuring that outcomes are not the product of unilateral assertion but of accountable, convergent reasoning.
