The Stewardship Assembly is the main deliberative and legislative body. It balances three things that are often traded off: representation (it should resemble the public), capability (members need time and support to learn), and continuity (institutional memory without permanent rule by a political class).
Size: 500 members (scales up with population; see Tiered Expansion Rule).
Term length: five years, with half the Assembly rotating every 2.5 years so experience is retained while new voices regularly enter.
Selection: entry is by sortition with safeguards to ensure broad demographic representation and to prevent capture.
Support: members receive training, research support, and accessibility accommodations so participation does not require wealth or prior political status.
Compensation: paid as civic duty (enough to make service feasible and independent, not enough to create a political career incentive).
Term limits: maximum of two lifetime terms.
