Tiered Expansion Rule

← Back to AIRTH Codex

Tiered Expansion Clause

The size of the Hive Assembly shall expand or contract in accordance with a tiered population rule designed to preserve proportional representation, operational coherence, and global comparability. The Assembly shall maintain a Core Membership of five hundred (500) Stewards. For every additional twenty million (20,000,000) residents within the hive, the Assembly shall be expanded by fifty (50) additional seats, allocated through the standard sortition process.

The total size of the Assembly shall not exceed one thousand (1,000) members unless amended by constitutional revision. Population thresholds shall be assessed at fixed intervals using publicly verifiable demographic data. Adjustments to Assembly size shall take effect at the beginning of the next Stewardship Cycle and shall not alter the terms of currently seated members.

The purpose of the tiered expansion mechanism is to ensure that the Assembly remains representative of the hive’s scale while avoiding disproportionate growth, administrative inefficiency, or concentration of influence. The mechanism shall be applied uniformly and without exception. Any attempt to modify, suspend, or circumvent the tiered expansion rule shall require full constitutional procedure, including ethical review, public disclosure, and ratification through the designated amendment process.
