The Public Agora is the front door of the system: a structured way for citizens, communities, researchers, and civil society to raise issues, propose reforms, and challenge existing policy — without needing party backing or insider access.
- Submissions: anyone can submit a concern, proposal, or petition, with supporting evidence where possible.
- Triage and grouping: submissions are clustered by topic, duplicates merged, and key questions identified (with AI assistance and human oversight).
- Public visibility: all submissions and summaries are published by default, with privacy protections where needed.
- Hearings: quarterly hearings allow proponents, affected groups, and experts to present arguments and evidence in an orderly format.
- Committee hand off: items that meet clear thresholds are assigned to the relevant committee for deeper work and draft options.
- Response duty: the Assembly must publish a reasoned response—adopt, amend, pilot, defer (with reasons), or reject (with reasons).
